because its not a gallary of a specific artist, group, magazine or tangobon, and will confuse people when it appears in their watched contents.
@DarkShadow6 Tagging is the exact problem, this gallery is just a bunch of random pictures for other people , so none of the tags summarize the whole gallery except "themeless".

It's not disallowed, it's just largely frowned upon here. This site tries very hard to present things in as highly curated a format as possible. This gallery will show up in any search for a specific tag, even if there's not really a high presence of those images in the gallery, and they're difficult to find.
