This is indeed Rindou's church afiliated mercenary, Sayaka.

She's from Radical Dream's Matai Toshi series as one of its oldest characters. She appears in a couple of CG sets, several hentai LNs and one mini-VN, either solo or with his other oldest original character, Sakuya. Though one time she was with this Reiko girl that has never appeared again since then because Rindou seems to have lost interest in girls with smaller/medium sized boobs.

Dunno if Kemurin knows anything about any of this though. This was the result of a skeb commission and I have no idea what the original commissioner told him. He might have just given Kemurin a ref and said 'please draw this slut getting fucked by an exotic dick through her suit until it literally pops inside her'.

Which, admittedly, is super stupidly hot and I wish there was more art like this around... Using a latex-bodysuit as a reverse-condom until it pops is oddly rare for some reason...

I actually got curious and went to the skeb request, and from the looks of things, the client did mention a lot of things about who Sayaka is and the setting she's from and even provided a text sample with writing that includes how she usually speaks and whatnot... Seems like whoever this was, they're a genuine fan of the character.
