I'm confused as to why the petition failed? I could not find any differences between the older version besides the obvious blurring and artifacts that comes from downloading something and re-uploading it.

This gallery is not superior. It's just that this and the other gallery have different censorship which means both galleries can stay. Yes, of course it's bad behavior of the uploader here to remove the translator page. But galleries with different versions (censored and uncensored) can co-exist, even though core content (the translator credit page) was removed.
I would be happy to decide otherwise but sadly that's the rules, so ...
