It's not that odd. While many here and on some other sites may insist on the differences and labels, in the general lexicon, futanari covers both. And if you look at sites like dlsite, while shemale and futunari/hermaphrodite both exist, shemale is infrequently used with futanari being the default option. So if an author wants their work to have more visibility, they're going to choose the tag that'll be checked more frequently. Also, if an artist doesn't draw it much, they may not know the differences that are insisted on here, and again, go with the more commonly used term.

@Lilisionnach it's because most of the rest of the internet uses the term "Shemale" to mean "A man who has transitioned to being a woman, but still has male genitalia" whereas e-hentai for whatever reason uses "Shemale" to mean "no visible pussy on a futanari, regardless of what the author/text calls the character." Just go look at the "Straight Girl Meets Futa" where the Futa is called a Futa in the text for all three releases, but the first two are still tagged as being "Shemale" despite the fact that the character originally had a vagina but it was removed by the person who did the decensor.

I will fight to the death over the differences between Shemale and Futa when it comes to porn. They are not synonymous and should not be used interchangeably because the lack of a pussy means the lack of many other possible tags which is why there's a distinction in the first place.
