Unfortunately, nowhere in the current rules does it say these are illegal. If the keyword is "should" then it sounds more like a suggestion that should be brought to the forums instead, at least it can be discussed about over there.

It should be illegal cause I can't organize these cosplayers into their own folders easily
It is a photo organizer's nightmare
File names are horrible and non-descriptive, no details in the curation process
