It's a top-down sort of pressure, induced by Credit Card companies (Visa, Mastercard, etc) and other payment processors: they use their status as the "gatekeepers" of easy internet payment (unless you try the notoriously unreliable world of crypto) to bully websites like Patreon, Pixiv and others both east and west. Whether they're doing it because they feel some bullshit "moral imperative" to curate what content that is allowed to have money, because they think offering their services means being "associated" with said content, or because they THEMSELVES are under pressure from some higher power like investors, I don't know.
