Is it really cheating if he "jokingly" said it was okay? i mean if i jokingly said to my wife she should have sex with other people and didn't make it clear that i was joking and then i found out she did have sex with other people i can't really be mad since i did jokingly tell her to do it, since she doesn't know he was joking this isn't really cheating since as far as shes aware he wanted her to do this, hes still kinda getting cucked but shes not in the wrong for sleeping with another man here as from her point of view this is more swinging and not actually cheating.
