If you are by page 20 and you aren't rolling your eyes bored out of your mind, I dunno what to tell you. If you know the author you should also already know that this isn't going to be good.
There's no satisfying connection between characters by half of this work you don't really care about anything; every NTR slop trope is there: Girl blushes to the guy for no reason, girl unconsciously shows affection to the guy by saying something she didn't mean to, girl and guy share an intimate moment, they are lone together, etc. Yeah we get it he's going to get cucked. Its less so the MC got unlucky, but more so that he never earned it to begin with. He didn't even care about the girl until after she slowed a slight interest in him and he realized how cute she is, and the first thing he does is buy a condom thinking he can fuck her.

She ended up falling for the other guy because he was more charismatic, more attractive, and more proactive in engaging with her. What did MC do? He was prepared to ditch her the moment more people showed up to help, barely interacted with her at all since they started working with more people, and was ultimately too shy to ask her out. Not defending her actions when she was ready to spread her legs for an obvious playboy, but I think MC could have easily had just as much of a chance if he had been willing to put the effort in. She even said it herself that she went out with her first boyfriend because he confessed to her at a similar school festival.
Its fair to assume that she would have gone out with anyone willing to give her the time of day with how shy and lonely she herself is.

Ultimately our MC only cared enough about whether or not he could fuck her and not about forming an actual relationship with her.

I hate it when the netorare is not about sex, the majority of this manga doesn't even has sex and the stealing that happens at the end is not about sex, she fucked him because he was more attractive and complimented her, I read netorare because I want to see a girl conflict with herself about what shes doing is bad/immoral, but she not caring about it because the sex is so so great. This is not was this was about.
She doesn't even feel any conflict to fuck with him, and the author lazily added that line that this is the best she ever felt to compensate for it, action are more important that words, just saying that the sex is good, is not enough enough to replace the act of her doing something immoral to get dicked down, if shes not giving up something for it, be it her morality or her dignity, then the sex is essentially worthless.
