I agree only partially to BradRepko.
Downvoting a stupid Tag is okay. But often enough, it happens with tags that are actually fitting to the object (The gallery in this case). People just hate it, because they hate the topic and downvote everything right after the upload. The problem is, that the respective tags just vanish without giving other people the chance to decide about them.

I personally prefer too many and a few unfitting tags before a very few fitting ones which I never look for.
