Already been over it. Gender change only works if in the set the cosplayer shows they are a different gender as the character. You cannot use external information to contribute to gallery. It says the tag applies if the gallery shows "[a] male cosplaying as a female character in female clothes, while visually being female." It doesn't say anything about the penis needing to be visible in the gallery itself. (And people who know can tell the cosplayer is biologically male even if the penis isn't visible. There are telltale signs.)

So, you can talk about it all you want, in every gallery that is posted, but unless and until the tag definition is clarified, this is how it is.

@ingmarS that is only if the individual themselves identify as a male. In this case Fantastic Nami or as they are more wider known Otohima Nami identifies as female and has not been known as male.
