You're describing the evolution of ratings accurately, but I don't think the cause is as farfetched as an organized bot brigade. Imo the low ratings are just an early expression of a few very active individual users who check most new releases across all genres (instead of just seeking specific tags or authors) and who haven't blacklisted NTR out of FOMO on good art or non-NTR chapters in tankoubons/anthologies.

They look at the NTR tag and If the art isn't that good, they might not even click the gallery or they'll promptly close it after seeing a few pages and that's that (which is why galleries with unimpressive art don't seem to get nuked at least nearly as much). But if they get lured in by good art and get invested enough to get pissed off at the NTR elements, the 0.5 happens. Eventually the scores stabilize just as you say, because just as the 0.5 rater is a minority of people who dislike NTR (those who haven't blacklisted it), the 0.5 rater is also a minority of people who do explore NTR, so the markings of a tantrum soon fade.

Now again on the idea of brigades, I think it's fair to imagine that some of it happening to some extent, but I'd guess that only happens way later if some work finds itself going viral, and by that point, no brigading should be enough to cause a significant dent on the already solidified gallery score.
