Found the parody, the guy Teiichi Niiya (新谷貞一) is called by name so it wasn't too hard.

As for the plot, seems to be just "Oh noes, we're locked here! Must be one of those <room you can't leave unless you have sex>", sex ensues, then when they're caught by Momoe he gives an excuse of "undercover investigation" for (presumably) the reason he's wearing a female uniform.
