Because a lot of people have difficulty accurately coloring melanated skin tones in bright and/or soft lighting. Especially for the medium range that Sokka and Katara occupy.

in the original animation their skin color fluctuate quite alot , sometimes too dark or too light, maybe the artist didn't meant it to be this light, it just it's really hard to adjust the melanated skin color.
