sort of but also not really.
the "bad stuff happens" have always been here, but they were in the minority and often, if they had any kind of reason for the transformation, it was a decent enough reason. If there was no reason or even a bad one the villain would often get their comeuppance by the end of the story and be treated as a villain.
Whereas now the villain is near always treated as being in the right and never sees a comeuppance.

After all for the tranny wish fulfillment the character causing the transformation cannot be seen as the villain or the trannies would be tantamount admitting what they want is wrong.
