He's asking if a mother could officially marry her own child if she never put her name on the birth certificate, meaning the government wouldn't know they're related.
I don’t really get the question, because the logical answer is obviously yes. But he also talks about the technicalities of the "family register" (koseki), where the mother has to report the birth within like 14 days. She does that by "renewing" the family register as the author said. (The child is always registered under the mother's name in the koseki, and the father must formally acknowledge the child to be listed as the father. If the father doesn't do that, that child is listed as "illegitimate" in the records. Pretty sure it's similar to this in many countries)
I think the author is asking if she could simply avoid renewing the register, but that wouldn't do much. A child is automatically linked to the mother at birth through hospital records, so there will always be official documentation. For the mother not to be recorded, she would essentially have to give birth privately and then abandon the child, or give away guardianship illegally or something
Incest between parent and child is still illegal in Japan, though. Just because you didn't know you're related, doesn't mean it's suddenly legal, so idk why he would ask if anyone knows the law about this. Does he think they just shrug and let them stay married when it gets out?
