YES, they're not part of the story, but it is more art and just because someone else may delete them, doesn't mean others would.
They do not need to necessarily be translated, as not all people translate the author's afterwords, but sketches, the author note and back cover are generally still included for completions sake.

Because jannies don't care. The rough translation tag got implemented not to ensure lack of quality gets properly tagged (it's why it has high MP requirement to even vote for), but to shut people who care about quality up.
