I like the idea where faries can turn one other person into a fairy because it opens this story to a sequal where the hero turns his love interest into a fairy too and they have a tentacle threesome. I don't disagree with what you are saying.
But most reasons for why would probably boil down to how few of them there are. Be that there are so few in number that they basically never meet again after parting. Could also be that for them it is equivalent (not the same) as inbreeding, because of their low numbers. It could be that their reproductive organ only works on those that have been transformed.
