我個人認爲這條可以理解爲，如果創作者在最初分發圖包給會員時，如果内容不包含封面，那麽不應該作爲核心内容看待
假設42863hgj上傳的内容就是最初分發的原始圖包内容，假設b217285這個畫廊中的封面是從宣傳物料裏拿來封面放進圖包的。
那麽這個畫廊的權重不應該超過42863hgj上傳的畫廊。
