Yeah, but this pairing in particular is caused by weapons grade autism, as far as I know, like Boa Hancock x Miia or Makise Kurisu x Alipheese Fateburn XVI. Overall different people, but they sure spend a lot of money on comms of their odd pairings.

In this case, the commissioner is known as Map1eCon. Dude sure is dedicated.
