No one cares.
Many artists copy others to learn to be like them, no doubt this artist is doing these works because they enjoy Seishin's works.

Every single panel of these comics is traced from manga. Mostly an artist named Izayoi Seishin. Proof: http://imgur.com/a/bSLbm#0

Pegasus tried to claim he drew these on /co/ years ago and got laughed out of the room. To this day he still posts them anywhere he can and claims they're original.
