Actually, since ice is at 273.15K, once the surrounding temperature drops below that, she's actually producing energy, and can be used as a heat source. Sadly, it means that for this to be effective, everybody would be living in sub zero conditions.

Also, if the doctor could produce another one at a different temperature, she could produce a perpetual motion heat engine. The temperature difference needs to be quite significant for there to be much effect though. Otherwise it can barely do any work.

Actually if you have a cold reservoir that doesn't ever change temperature, you already have a perpetual motion machine (of the second kind). Hook any heat source to it and you can turn heat into work (and then energy). Sure, you can't break the first law of thermodynamics (creating energy from nothing) but you sure can break the second law, as you transform heat into work.
