I'd swear I've seen lots of images from this book as "official art". Is this done by the actual character designer of the series?

Shouldn't be too surprised by character designers working on unofficial art books. Lots of these artists start in hentai and transition back and forth between non-h and h works.

On page 64-65 there is the name of the artist. and what them work in the anime.

So,
This book was made by the creators of Godannar;
It was made after Godannar Second Season;
It was made to fund the anime.
In short, everyone is right.

The letter at the end from animation producer 黄樹弐悠 (I'm not 100% sure how to pronounce their name) explains everything.
Essentially, the production of Godannar was quite troubled. They were never sure if they were going to be able to meet their deadlines, even right up until the final episode.
(This is just speculation on my part, but I imagine this is why the show was split up into two parts and Episode 14 is just a recap episode.)
The robots in Godannar are animated by hand, and animating robots by hand is really hard, which is why so few companies still do so nowadays.
In the end, they had to cut a lot of corners and after the production was over they were basically out of money.
(By the way, if you have a copy of the show on hand and want an example of what it looked like where they cut corners, look at Episode 23 right after the OP ends.)
A lot of the animators weren't happy with this and wanted to go back and fix some of the animation for the DVD release. But they didn't have the money to do it.
So they decided to all team up and make this book as a sort of "Episode 27" and final farewell to the series, and then use the money from the sales to fix the animation for the DVD release.
This is probably the version of the show you're most familiar with unless you haven't seen it since it aired in Japan.

Even though this is "Episode 27" I wouldn't really consider everything in the book canon per se.
I think it makes the most sense to treat each section as a scene that particular artist would have liked to appear in an Episode 27 of Godannar, should one have ever been made.
Yes, for one artist this does seem to mean a hardcore Shizuru gangbang. Take it or leave it I guess.
