I think the boobs has been "erased" on some of the girls because of the different outfits and/or different boobs sizes the girls can have during the game, that way it's much easier for the developer to change their boobs size without putting the whole drawing again. You can call this "optimizing", so the whole game take less space.

Just don't ask me why they did it this way. I know it look weird, but it's their way of doing things i guess.

I can confirm that they're separated for file optimization, but also possibly for a breast bounce animation (though I haven't played the game, so its only conjecture)~
