You did the best you could I'm sure, but it still looks awful.
Can that 25kk guy get a normal scanner? This looks like it was scanned with a 1990s fax machine.

I do not think that this is a good scan.
Probably I think this to be a mistake of the sharpness setting of the scanner.
And I think that the dpi designation of scan is low.

When it is not improved, I upload a different scan in a few days.
