@Larequirem, yes the concept is that stupid. No country would ever make it ok or hand out licenses that let you rape women anywhere and anyway you want. More plausible (barely) would be if they had places like breeding farms or something where women got paid a hefty sum if they agreed to work there, which probably would not include schoolgirls. I love retarded, and illogical stories as much as anyone, maybe more. I mean, really, hentai is fantasy; it does not have to follow any laws of rationality, or plausibility to be enjoyed. That is what a SciFi story is, and some of us read those without complaint. What bothers me is the rape. I am sure the mangaka could have made it so the reward is so attractive to that part of the female population that would do anything for money, including schoolgirls looking for spending money, that many would sign up. I don't know the exchange rate is on 3 million yen for three years. Honestly, that amount for 3 years, only, is worthless. If the government really wanted the population to increase they would make it an amount that would raise the child, or children to the age of 18. That would make better sense, and would be attractive to many women, guaranteeing an increase in population. It is the cost of raising a child in this day and age that makes child rearing so unattractive. Not to mention, the condition of the world today. Also, don't you think the women would need to be screened for bad genetics, also. Many women have work done to make them attractive. They are allowing bad genetic information to passed to the next generation. That should, definitely, be a requirement for screening. Also, that guy would never pass. The mangaka is appealing to certain otaku fantasies which is understandable.

No this will not be the way they get around to repopulation, and a lot of it will not be mandatory just a heavy effort to change public opinion so that almost everyone enforces the old social norm. Young mothers never did have to be mature to do the basic feed, care and love a kid, the adult things were handled by older women in the family and often much older husbands. Sexual images of teens and then later preteens that have hit puberty probably will become legal and age of cosent will be lowered maybe to Canada's 14 until last year or so, maybe even Tennasees 13 as of 1950's.
