@Loki: 16's sole purpose is to kill Goku. If he failed, I assume the thinking behind 17 and 18 was that Goku would be unable to defeat a pair that never ran out of energy, and who as a unit were stronger than 16 (even in the future timeline, without prior warning to train harder, I believe ALL Z Fighters would have been killed by them, Goku included -- he was stronger than Vegeta, but not by much -- and those androids were weaker than the present ones). And if 17 and 18 failed, then they could double as parts for Cell, who by absorbing them would definitely be stronger than Goku under any circumstances. None of which explains the thinking behind 19 and 20, except perhaps Gero had so many discipline problems from 17 and 18 that he decided to do the job himself, and thought he might be able to use his enemy's own energy against him -- which admittedly worked great, at first.
