KrystalKross23: basically Kamoshida (the guy doing the sexing) is one of the first antagonists in the game, and he's extremely corrupt and cruel to students around him. He brutally tortures his male students with ridiculous training regimens to "improve" them, sabotages other classes during competitions to make him and his class look good, and finally, he's extremely big on sexual harassment towards female students. In fact his first real scene is the protagonist stopping him from harassing Ann (the girl focused on in this doujin).

Let's see. In order for this story to happen.
1. Kamoshida would have to get his distorted desires back in order to get back to his normal self.
2. Kamoshida would have avoid jail-time as he pretty much confessed some pretty heavy crimes.
3. Someone would have to give him an upgraded version of the metaverse navigation app. Remember that at this point in P5's story -THE FINAL BOSS- is dead. That fact is important as it was -THE FINAL BOSS- that gave everyone the navigation app to begin with.
4. Kamoshida's metaverse nav app allows him to go directly to people's palaces despite the fact that only people with extremely distorted desires have one. None of the female persona cast would be candidates to have a palace with the exception of Sae as the phantom thieves didn't collapse her palace as they didn't steal her treasure. Also Kamoshida's upgraded app is very convenient on his part as the act of killing -THE FINAL BOSS- destroyed Mementos. This is relevant as Morgana mentioned that destroying Mementos would put the Phantom Thieves out of business.
5. In order for someone's heart to be stolen. They would need to be made aware that their treasure was in danger of being stolen. That is the reason why the Phantom Thieves has to send out calling cards. So we would have to assume that Kamoshida's super app somehow bypasses this restriction.
6. Kamoshida would also need a persona in order to survive the Metaverse. People without personas can't fight shadows. They won't care how good your volleyball spike is. Either he somehow gained one or his app ALSO allowed him to avoid shadows.

Conclusion: Why the fuck did I spend so much time trying to link this hentai to canon?
