Or how about better yet they stop with the BS that "People involved in a relationship being partners be bad!" and move on! Heard way too much of that IRL and it falls flat seeing as how partners who are in a relationship are MORE likely to defend each other if a bad situation happens.

That's exactly why the police don't condone partners being in relationships with each other. It makes them more likely to defend their partner, at the risk of their own lives and against all protocols. It creates an environment where training and proper procedures are more likely to be forgotten or ignored in fits of panic or rage.

However, I don't believe there are any standardized fraternization rules across the country. As far as I know, they're generally decided by whoever runs the individual precincts. So while it IS frowned upon in a general sense, there are places that will allow it as long as the fraternizers keep it from negatively impacting their work. That is, until Internal Affairs comes sniffing around, looking for a reason to ruin someone's day. IA is usually the REAL reason police chiefs and commissioners will put such strict anti-fraternization rules in place.
