The only other comic that I could think of that only shows tits was also classified as non-h (https://e-hentai.org/g/723405/5e7f69fcab/). That's why I went with that category but since most people seem to disagree I've changed it.

A very rough synopsis is something along the lines of:
He goes in for an operation and mentions wanting to become more manly the doctors screw up and accidentally give him a breast implants instead. He has to wait half a year before he can return to normal, he complains that the implants are just foreign objects, but the class rep convinces him he should be proud of them because girls would be envious of him and if he's going to have a girl's breasts he's going to have to deal with them and should treat them like a girl would.
He takes her advice and goes shopping for a bra with her and the other girls, he later ends up being happy when she measures him and tells him his breasts are above average in size, he also points to a more risque bra but she tells him he's 10 years too early for that one. he goes home and talks about how the underwear is cute and more comfortable.
In the end he decides to make the most of his situation and dress as a girl until the 6 Months is up.
In the last panels the class rep sees him standing bow legged and says he still looks manly, and in the final panel he says "Wow that's the first time i've ever been called manly in my life"
