He along with a handful of others rip extremely low quality """scans""" from some chinese site that hosts them, and repost it here. Sometimes they post the same shit almost at the same time, so it's a race who gets to shit up the site first. At some point this uploader got advice from older shitter, pop9, on how to upscale low resolution scans (it was at the time site's admin started allowing, if not encouraging, bloated upscale uploads), so they not only look bad, but also are bloated.
