I think you mean imp. 小悪魔的 is best translated as impish, and it fits ZUN's description of her being a lower class demon acting just like a fairy; imps being from german folklore also fits scarlet mansion's inhabitant being of european/slavic inspiration. Also imps were only classified as demons later on due to christian influence, being akin to fairy folks originally. ZUN also mentions her being a prankster, a trait shared by both imps and fairies.

So yeah, going with the strictly litteral translation isn't always the best. That being said ZUN was probably just drunk and though "lol a big fairy and a small demon xD" then forgot entirely about the later for ever after, who cares about some spellcards and ingame portraits that didn't make it to the deadline rite. fucking japs.
