This is a two-part story. "Tokubetsu Shidou" was released first, in Koh Vol. 7, and "Besshitsu Shidou" in a later volume of Koh. Chronologically, however, Besshitsu Shidou takes place before Tokubetsu Shidou.
So technically, it doesn't really matter which one you read first, but I thought I'd mention this anyway.
