Actually, the downscaling gives me the impression it was run through Waifu2x's noise filter. The lines are much cleaner than if it was simply blurred.

This is not an alternative raw, it's the same raw edited.

Looks like whoever did this has done a good job. Lines are cleaner, gradients are smoother, overall noise is greatly reduced and little to no detail is lost. Definitely better than the original. 100MB for 16 pages are overkill though, saving in high quality JPEG would yeld great results and much smaller files.
