It's cheating since she is trying to find some sort of relationship or something to fulfill her need for sex, but apparently refuses to push her desires. She does try to voice it, but instead of understanding why he is still like this or how to get him to accept some responsibility in the relationship, she chooses to have an affair. Your definition says nothing about whether this story is NTR or not. Also, cheating and NTR are very closely related; the only instances where cheating can be considered not NTR is if she still loves and is still dedicated to his boyfriend/husband but is just fucking other guys as a fling, as she could be argued to not be "stolen" in this case. NTR is pretty much almost always cheating.

Netorare is when the person being cheated on realizes that the situation is so, which makes them and the reader feel a strong sense of betrayal, jealousy, and heartbreak. If they never find out then it is plain cheating.

Netori is when the perspective of the story follows the one who is doing the stealing. It doesn't incite rage in the reader as the main character is the one who is breaking up someone else's relationship.

Cheating is sleeping with someone outside of your relationship. Rape and swinging are not considered cheating unless the person gets mind broken and wants to stay with the offender.
