I actually think the author made a comment about that. He wanted to make Akko a girl who would be head-over heels over the first guy she saw, but both the team, studio and even the voice actors voiced their concern fearing that it would just make Akko into a stereotype if he did. So in the end, the author ended up not defying Akko's preference and that she never shows any interest in men during the series. As a matter of fact, in the game Chamber of Time she's even asked by one of her classmates during a side mission if there's a guy (or anyone) she likes and Akko gets very uncomfortable and ends up not answering the question. However, it's never stated that she's gay in the game, just that she doesn't feel comfortable talking about that sort of thing with anyone. I believe she's actually never given it any real thought, so she really doesn't know what she likes - other then Shiny Chariot.
