Your rotated text looks blurry. According to the file data you used GIMP. So here are the instructions to avoid it.
1. Type your text
2. Create a Path from text (click right on the text while using the Text Tool or just click right on the layer name in the overview and choose the option from the menu)
3. Get rif of your original text layer (delete it or make it invisible)
4. Create a empty new layer
5. Make your Path visible
6. now rotate the path and/or transform in any way you like
7. select your path with the Path tool and click on Fill Path
8. make the path invisible
9. (recommended) trim your layer. It just makes it a bit easier to move the layer
