I get the feeling the author had a cool idea regarding the mask but hadn't actually figured out the "why" part of the story and then tried to come up with some cutesy play off on it. A scar or her thinking she had some type of deformity would have been much more interesting.

Instead she's just kind of being an asshole tormenting his phobia for no reason other then it amuses her. Particularly at the end when she puts it back on after having confessed why she was wearing it and hearing why he's afraid of them. Just so she can see his scared reactions some more.

I would say it have two big reason. First of all you can read very much in the expression of the Face. Alot of the personality of human beeing is reflected with the face and it's the more detailed part of "body language". Also i'd argue one of the first aspects which you remember about an actual, living person is the Face, so if this person hides it behind a mask, it will be more or less a stranger to you, because it miss alot of what a person makes a person to you and how easy you can acknowledge him.
