I think the reason comes from the fact that this is using the Naruto series.

The story's not bad, since it's about Hinata's time as a maid performing sexual services. However, things like Naruto, Hinata, and all the other Naruto girls working under Sasuke means that Sasuke has all the "power". Naruto is a trainer who's supposed to break the maids in, and even though he and Sasuke are friends/acquaintances, people still like the stories to focus on Naruto as the overall big dog.

Then there's the fact that Hinata and the others are servicing Sasuke and other rich men. There might be a connection between Naruto and Hinata, but it's bittersweet since Sasuke and his business partners are fucking them a lot. Naruto mainly fucks them as part of their training.

And based on the comments from the commission's part 2 that's already been uploaded, some people appear to be growing bored (for lack of a better term) with Matt's art style.

Personally, I'm fine with it. I've always enjoyed Matt's works, NSFW and SFW, and I can't fault any commissions that he works on since he's payed to draw what his commissioners want. I like the addition of the part 2, since it gives a little more understanding of part 1. I'm not really into Hinata and the other girls fucking Sasuke and old rich guys, but that's my opinion and it's just something that I can't change.

They’re mad because Sasuke in it. They have a hard for naruto harems but if Sasuke appears they downvote it. It’s sad.

This has been rated in an unfair manner: It's far from bad and actually good, should at the very least be a 3 / 5. Giving it a 5 / 5 rating to balance out all the extreme rating users.
A vote should represent the package, not the one-detail-I-don't-like (which is the not canon story, I guess). There's a reason the rating goes from 1 to 5 and is not just 1 -or- 5, being that the system trusts you to act reasonably.

Three things about the continuity between the two parts. One of which I’ll excuse because it could be said that Sasuke simply did not know that Hinata had fallen for Naruto because of how nice he had been to her when they met prior to Hinata becoming Sasuke’s latest maid, instead of, as Sasuke had assumed, how well Naruto had trained and fucked her.

Now, as for the two continuity snarls I’m more focused on:

1) As Sasuke tells it in Part I: Hinata wanted to serve others instead of being the one who was served, and the young Uchiha found out about her desire and approached her about becoming a maid. In contrast, as the backstory given in Part II tells it, Hinata had approached Sasuke (not the other way around) about becoming his servant in return for squaring the debt her family owed; a debt that had not been so much as alluded to in Part I.

2) About how Hinata ended up as Naruto’s personal maid: In Part I, it was Sasuke who suggested to Naruto that he should have a maid of his own, implying said maid was going to be Hinata in the process, calling it a reward for loyal service. In Part II, Naruto said he had been the one to ask Sasuke outright if he could have Hinata as his personal maid.
