The art quality is par. It's not great, it doesn't stand out, but it's also not bad.

The transitions feel like the artist was trying to make a proper animation but gave up and these are the remnants. There's a glimmer of story to it, like there was supposed to be more.

Ultimately, I feel like this deserves more than 1½ stars... but that's just my opinion.
