This appears to be a prequel to the Girls und Panzer anime storyline.

From what I can make of it, Kuromorimine's loss to Pravda during the finals affected Miho so badly that she tried to commit suicide by slashing her wrists. The story shows the events that led to her decision, as well as the aftermath after her recovery. Miho still transfers to Oarai at the end, but she bears the scars of her failed suicide attempt on her wrist.

As for the Panzer II, it was the "play-tank" of the Nishizumi sisters when they were little girls. The Panther (and the Tiger) are simply there as part of the sensha-do training exercises of Kuromorimine.
