犯 as a suffix is "han," but as a verb it is normally 犯す "okasu," meaning to rape/ravish/deflower. The reading with a る form is based off of やる (normally written 遣る) that is formally a vulgar form of "to do" (or "to give to inferiors") that also carries a meaning of "fuck" in the same sense that "to do someone" can be have sex with them in English. This is an informal / slang form using a nonstandard kanji with the correct meaning but pronouncing it differently like another existing word, i.e. 義訓 "gikun". This is partially because if you used only kana or the standard kanji someone might think it means "to give back," whereas using 犯 definitively means rape.
