Probably grabbed the non-Patreon gifs, they purposefully lower the quality to garbage and charge the real things.

I don't think people know that the maker of these purposefully puts out horrible versions of the gifs they make and charge people on their patreon for the higher quality ones. These are free on Pixiv but if you want the real thing you need to go on Patreon. This quality isn't the poster's fault.

Problem is that this can be interpreted in all sorts of way, some could make really wasteful software design. Computers are over a billion of transistors and web a web page will consume CPU power like never before. Meanwhile if you filter with a firewall addon (umatrix) and block everything except html and images computers from the 90s can render a modern webpages (those who doesn't require to load a complete Javascript program to work at least).
Tbh in this case it would be smarter and also take less storage to make short/small gif sample for the gallery and in the torrent to have the gifs encoded in Theora or vp8/9.

If you want to encode in such format I recommend FFMPEG
Simple example with vp9:
