@Naughtynaughty essentially correct. Robotnik's Mean Bean Machine was a reskin of the MegaDrive version of Puyo Puyo. Likely, Sega wasn't confident in the IP being attractive here without a Sonic tie-in, though since it was a US-based decision, they based it on the Adventures of Sonic the Hedgehog, of all things...
