I've always wonder how aptitude and level works in regards with Genetic. Hypothetically if Touma (Level 0) and Biribiri (Level 5) have a baby. If it averages out that'll be weak... Author will probably never delve into this

It's a little iffy to talk about levels specifically in the context of genetics. After all, even if innate talent is a factor once you have any power then training it up and grasping a means to use it effectively play a major roll in your level ranking within the universe. The story makes the point that Misaka's power wasn't especially highly rated initially, but she worked out a way to use her power that gave her the ranking.

Not an expert but assuming the the specific power or access to any power passes down at all then you would likely have to bust out your Punnet squares. If access to powers is a dominant trait then chances are it would be a 50/50 situation where the child would either get full access to powers or no access. That is assuming that Touma has no access within his genetics and his Imagine breaker isn't just hiding the trait. If recessive and assuming the same then the kid is out of luck.
There are traits effected by multiple genes that can throw a monkey wrench into our probabilities, and tbh this could be a factor as to why powers are so varied between person to person, but if we are to assume this is the case then honestly it's effectively random for our purposes.
