It's true that when Japanese people say "tapioca", they mean bubble tea.
That's because the vast majority of bubble tea sold in Japan have tapioca-based bubbles. These bubbles are chewy (like gummy bears), but flavorless (unlike gummy bears).

Some bubble tea contain bubbles made of fruit juice or syrup trapped in some kind of spherical gel-like skin. These bubbles pop (like roe), and release a sweet liquid.

I thought I'd mention it, because where I live, tapioca isn't very common in bubble tea (we use the popping bubbles).
When I had my first bubble tea in Japan, it wasn't at all what I had imagined.
