That's because she is not.
That's a shopkeeper from East Clock Town. Constant references to Midna are just that - references: "Midna told that", "Midna told this".

The gist of it - Link was trying to get some discount, but got only sore muscles 'cause that chest still 5K rupees, take it or leave it - Midna ratted you out, rich boy.
