It is a Western bc of drawing style and panel flow, but the Website rules say non-Western is "Asian Origin Only." Basically meaning that a Turkish work is more Manga than a purebred Japanese born in Hawai'i. Reading direction apparently doesn't matter because the definition is so badly written.
