Arcadia has been defunct for years and only out of print issues have been scanned so I think it should be fine, I've seen uploads of recent Famitsu issues on here, but now that you say this they might be gone now.
Edit: Yep I think they're gone completely, even old Famitsu issues from the 90s are expunged, but I think that's just how tight Famitsu is with their content, probably why you don't see widespread proper scans of new issues with game information and almost everything is shoddy digital camera pictures, anyhow I think Gamest and Arcadia should be fine here, in particular I'd love to see Arcadia 007 scanned, a cancelled lost fighting game is briefly featured on it.
Oh shit. Well then that's a bummer, is there any particular reason for that? I know it's probably just copyright shit but defunct magazines exist so I dunno why they'd be banned too.
This is a hentai site. Artbooks are mostly meant for some kawaii moe girl books. Anything else is on thin ice. They don't want game manuals or game magazines at all. A lot of stuff doesn't get noticed though.
If licensed anatomy / instructional art books and settei / genga / storyboard collections are allowed, I don't see why this wouldn't be. Especially considering Arcadia is defunct, but we'll have to wait and see I guess. More retro magazines can only be a plus, provided strict copyright holders are avoided (wouldn't want another repeat of July last year).
@Gublee The issue is that actually a lot of that material isn't allowed, and much of it gets striken down if the mods see it. The fact is that a lot flies under the radar because the site is so big and so much gets uploaded here.
