@Fate Averruncus : technicaly depend on a factor and that factor is if the tournament is made by konami only that,if you are on a local tournament is more then legal questionable but legal.

I really don't like cards like this.
None of the money goes to the original artist, no thought is put to how crass or tacky the end product will look.
There are some really great custom art cards out there but it's harder than ever to find them because every store is clogged with these cheap asset flips.
