Is everyone just glossing over that he's "fooling around" with another girl? He admits he's seeing someone else on Pg 29 and sleeping with her on pg 31. Even if he says he has no feelings for her, it's still technically cheating and very much something a "playboy" would say to try and rope a girl into sex. He says he wants to be with her at the end but there's no extra pages showing him following through on it.

What if the "other girl" is his left hand? He doesn't seem like the smartest guy around anyways, he could be bluffing his ass off. And even then they could just be casual sex friends with no real commitment. Hell, he may have even paid her to teach him how to have sex. It's hard to come to come to reasonable conclusions when there's not enough context given.

After doing a quick re-read I am fairly certain the other woman was likely a prostitute or a sex-friend he paid in order to get better at sex. It's not exactly normal to just hand out money to women like that for a sexual favor, it's pretty damn easy to be labeled a creep that way. His requests are just so awkward and juvenile, that's probably how he had his first sexual experience. On page 31 he says "but Honoka-chan is the only one I've ever truly wanted to 'make love' to", so she was obviously on his mind since their high school days. He likely talked to the other girl about how he wants to perform well during sex, so she taught him everything he needed to know. On page 25 the possibility of them breaking up and not seeing each other again has him shaken up and desperate to do something to keep her to stay, so he goes for a kiss. Sure, it's awkward, but I can easily imagine he was told that a kiss would be super effective on the girl he likes or something. On page 28 he's hit with the possibility of, "oh, she likes me back?" and on page 29 he probably brings up the other woman because he lost his virginity already and realized he didn't need to become good at sex to be able to get with Honoka. And a dumbass like him is already ready to jump straight into marriage right after their first time together as seen on page 40. As Honoka says on page 8, Koji's likely just a guy who fell into the delinquent crowd while keeping his same old dumb, but semi-responsible personality. On page 9, Koji's the guy telling everyone to keep their eyes on the clock, and he even tells Honoka it was getting late. He doesn't even offer money to see her boobs until one more drink. Which I'm bringing back around the point that is probably how he had his first sexual experience. Paying some girl to see their boobs, complete with a dogeza. He was likely thinking, "well it worked for me then, hopefully it'll work for me now".
